Mr. Cook provides executive oversight and strategic direction for Cook Group Solutions’ third party administration (TPA) services. For the past 25 years, Mr. Cook has been engaged in the every aspect of the D.H. Cook Associates (Cook Group Solutions parent company) day-to-day operations. As a result of his efforts, D.H. Cook has grown through the innovative administration of many types of benefit funds. Mr. Cook is cognizant of various changes in the ACA and HIPAA regulations, which affect benefit funds, and he is actively engaged in the solution to these plaguing difficulties. Mr. Cook is also the President of the Educational Conference of Employee Benefit Plans, a not for profit educational organization dedicated to the education of Trustees of all areas of Fund benefits. This ECBP hold seminars detailing problems and solutions within the Labor Community, which are disseminated and made available to trustees and administrators in both public and ERISA funds. Mr. Cook is also a trustee for The Kucetekela Foundation, an organization committed to develop leaders and create hope in Zambia by equipping academically promising but financially disadvantaged students with outstanding education and guidance to empower them to contribute and compete successfully. Mr. Cook is a graduate of Tulane University.
In addition to managing key technology vendor and medical stop-loss underwriting market relationships, Mr. Pastor is responsible for wholesale producer sales and business development activities at Cook Group Solutions. Mr. Pastor has 25 years of telecom, media, technology, and entrepreneurial experience, most recently as COO of Achieve3000, Inc., a K–12 eLearning reading comprehension and writing fluency software-as-a-service (SaaS) company. As COO, he oversaw information systems, operations, customer support, client implementation, and engineering. During his tenure, the company experienced 50% and 37% CAGR, respectively over a two-year period. Previously, as President of Alliant Managed Services (AMS), he developed a comprehensive product roadmap and go-to-market strategy that evolved the company from a remote systems monitoring and break-fix maintenance provider to an IT managed- and cloud-services provider selling to middle market enterprises in the Northeast. Mr. Pastor more than doubled top-line revenue taking the company from negative cash flow to 20% EBITDA margins in the two years. Prior to AMS, Mr. Pastor was President of Net2Phone Cable Telephony, LLC (formerly NASDAQ: NTOP), where he led engineering, operations and a sales and marketing team that secured $170 million in contract-based revenues. He was Principal in a November 2003 roadshow underwritten by JPMorgan that raised $63 million for the company’s entry into hosted VoIP telephony for cable operators. Mr. Pastor grew the business from startup to over 100,000 subscribers and $20+ million run rate prior to company’s acquisition by IDT Telecom (NYSE: IDT). Previous experience includes direct sales, management and business development experience with Automatic Data Processing, Bloomberg.com, and Ziff-Davis’ NetBuyer.com. Mr. Pastor completed his undergraduate studies in Chemical Engineering and Economics at the University of Colorado.
